Relevant Experience
35 years experience at a senior level managing road design and construction, operation of test laboratories, quality control, QA and standardization of construction materials nationally and in Europe. Intimately involved with development and implementation of new test methods, product development and performance, and road maintenance techniques in Kent and elsewhere. Expert witness on road materials’ performance. Active representing Client – side nationally through CSS on a wide range of Committees.

1999 – 2009 Senior Consultant Babtie (now Jacobs). Continued to provide the same laboratory, advisory, design and specification services as to KCC , expanded them to other Local Authorities. Carried out defect investigations, trouble shooting and expert witness for pavement faults and premature failure nationally on concrete, asphalt and block paving. UK expert on European Standard Committees for pavement materials [ Small element paving and surface dressing/Microasphalt, and surface characteristics. Member of BBA board for HAPAS and specialist group on Surface treatments. Chair Management group for UK National Highway Sector schemes for QA and member of committees for surface treatments, asphalt manufacture and laying. Carried out R&D work for HA, under a framework for CSS, for WRAP and private clients involving laboratory and field work. Produced Londonwide Asphalt specification and member of senior team producing Kent Asset Management Plan 2009. Led sustainability action team for highways in Kent and the climate change adaptation programme. Organized and participated in numerous conferences and seminars on a wide range of highway construction and maintenance
1980 -1999 Materials engineer Kent County Council with up to 50 staff. Managed site and central laboratories for the numerous major capital schemes on motorways and truck roads in Kent and product testing. Produced design guides and specifications for new roads and footpaths and for maintenance works, approved innovative and new materials for Kent CC e.g hydraulic bound materials, rigid stone paving, cold mix asphalt, performance specifications. Provided input to and represented County Surveyors Society on pavement engineering committees nationally, carried out R&D and specification production for HA. Led national QA initiatives in QA and BBA HAPAS. Lead member of the team which prepared the KCC Maintenance Plan 1999.
1974 -1981 Kent CC Sub Unit SE Road Construction Unit. Route planning for M20 Maidstone Ashford, led design team for detailed design M26 [12km ]( Flexible) and Roads Resident Engineer. Chief Resident Engineer for construction M20 Sellindge Folkestone[14km](Concrete) £56m Tarmac National Contracting.
